Description:	The firefighter has had a long career which allows them to always succeed in actions with the fire extinguisher... and they can also manage without a fire extinguisher! Extinguishing a fire with an extinguisher always succeeds. Can extinguish manually without an extinguisher. Bonus for developing certain NERON projects.

Extinguishing a fire with a Extinguisher always succeeds with this skill.

Grants the Extinguish Manually action to put out a fire without an Extinguisher.

This action has a 10% chance to get the Firefighter dirty.
This action has a 50% chance to injure the Firefighter for 2
This action is private unless it succeeds. Successfully extinguishing a fire is public

Finally, this skill grants a bonus for the following NERON projects
